PROBLEM TO BE SOLVED: To provide a method and a system for forming an aqueous coating film on a fuel tank to be mounted on a vehicle, by each of which the comparatively-thick aqueous emulsion coating film can be formed without being swollen or cracked. SOLUTION: The method for forming the aqueous coating film on the fuel tank comprises a first step of applying aqueous emulsion paint C to the outside surface W2 of the fuel tank W having a hollow part W1 and a second step of keeping the wall surface W3 of the hollow part W1 in a temperature atmosphere of 100-130°C for a predetermined time and then keeping the aqueous emulsion paint C-applied surface on the outside of the fuel tank W in a temperature atmosphere of 100-130°C for a predetermined time to bake/dry the applied aqueous emulsion paint. Otherwise, such a second step can be carried out that the hollow part W1 and the outside surface W2 of the fuel tank W are kept simultaneously in a high-temperature atmosphere, the heating of the hollow part W1 is stopped after a predetermined time has passed and after that, the heating of the outside surface W2 is continued for a predetermined time.
