A method for securing an original copy of a public electronic document and for preventing a forgery of the public electronic document is provided to secure the original copy of the public electronic document from a registering process to a storing process. An encoding and packaging process is performed to convert an electronic document of a user terminal to a standard document and to encode and package the converted standard document(S140). A transmitting and charging process is performed to transmit the packaged standard document to a public electronic document charging server and to charge the packaged standard document(S150). A wide distribution process is performed to distribute widely the charged standard document to offer the charged standard document through the user terminal.
