<p><P>PROBLEM TO BE SOLVED: To provide an image encoding apparatus and an image encoding method which reduces an encoding quantity of a moving picture signal in spite of keeping an image good, and controls an encoding delay. <P>SOLUTION: An object detector 102 detects a specific object by each of a plurality of images to constitute a moving picture input. An object corrector 103 corrects an object information by using a detected result obtained by the object detector 102 and a motion vector information of a moving picture encoder 101. The moving picture encoder 101 changes an encoding characteristic (for example, quantization width) according to a corrected result by the object corrector 103.
