PROBLEM TO BE SOLVED: To solve a problem of poor access responsiveness to a master needing a quick response in a low memory band of a processor and the like because access is carried out with high priority for securing a high memory band when a master performing image processing, for example, requires a certain high memory band in a memory control system sharing the same memory between a plurality of masters. SOLUTION: As for a master requiring a certain memory band, a request is processed precedently, and when access attributes on the inside such as a processor are notified in advance to an arbitrating part, masking is carried out temporarily on the precedent processing.
