PROBLEM TO BE SOLVED: To provide a tilting and telescopic steering apparatus which maintains the constant space between an adjustment lever and a shroud cover, and smoothly performs the tilting operation and the telescopic operation. SOLUTION: The tilting and telescopic steering apparatus comprises: a column housing 201 surrounding a steering shaft 111; a telescopic tube 203 coupled, on its one end, to the column housing; a telescopic bracket 205 surrounding the other end of the telescopic tube so as to slidably move along the telescopic tube; a tilting shaft 207 provided in the telescopic bracket; a tilting bracket 209 coupled to the tilting shaft; an adjusting bolt 211 passing through one side of the telescopic bracket; a cam 301 provided on one end of the adjusting bolt, an adjusting lever 213 driving the cam; and a tilting gear 303 provided on the other end of the adjusting bolt 213.
