PROBLEM TO BE SOLVED: To prevent an excessively larger degree of the profit awarded to players, a situation eventually spoiling the fairness of games. SOLUTION: A RAM 65 has a number of cast tokens housing means 652 and a number of put-out tokens housing means 653 respectively for housing the number of put-out tokens and the number of cast tokens up to 380 games. A number of cast tokens updating means 191 and a number of put-out tokens updating means 192 get the number of cast tokens and the number of put-out tokens respectively into the number of cast tokens housing means 652 and the number of put-out tokens housing means 653 per game. A rate of put-out tokens calculation means 200 calculates the sum of the number of put-out tokens and the sum the number of cast tokens up to the 380 games to determine the rate of put-out tokens. A put-out tokens determination means 210 determines whether the rate of put-out tokens exceeds the upper limit or not. When the rate of put-out tokens is determined to be larger than the upper limit, a cast limit means 220 forbids the further games with the permission of only 3 tokens to be cast while limiting the number of tokens allowed to be cast for the game to the mode of one or two.
