PROBLEM TO BE SOLVED: To send a mail on services of a game hall to a cell phone carried by a game player when a facial image of the game player registered as a special customer is detected.

SOLUTION: When it is determined by a biological information recognition device 21 that a person to be identified matches a game player registered as a special customer, a part 272 for checking members' visit information retrieves the destination of the cell phone 20 of the registered person among those accumulated in the member management DB 18 corresponding to the person to be identified, and a transmitting/receiving part 275 transmits a mail on services to the retrieved cell phone 20 of the game player registered as a special customer corresponding to the person to be identified. This system can be applied to a monitoring system.
