<P>PROBLEM TO BE SOLVED: To provide a developing device capable of sufficiently electrifying even toner having a higher consumption ratio as compared with other toner. <P>SOLUTION: Even in the developing unit 51 located at a position other than a developing position PD, shafts 57B, 58B, 63A and 66A are made to rotate. For example, in the case of the transparent toner as two-component developer composed of carrier and toner, the transparent toner stored in the developing unit 51C is sufficiently stirred by stirring augers 57A and 58A before the developing unit 51T reaches the developing position Pd, then, a time required for stirring the transparent toner is sufficiently secured.
