<P>PROBLEM TO BE SOLVED: To improve security of printed matter when generating a duplicate of the printed matter by acquiring electronic data corresponding to the printed matter followed by printing. <P>SOLUTION: When duplication of a paper document is instructed in the image forming device 50, the ID of a user who instructed it and a document ID which can be specified from a latent image contained in a scan image of the paper document are transmitted to a policy management server 20 to confirm the policy. When the user has print authority, a print processing part 66 forms a print image of an electronic document corresponding to the paper document fetched from a document management server 10, adds a latent image of corresponding document information including the user ID, a device ID, the document ID, a date or the like to the print image, and performs printing. When the user has the print authority, a print processing part 66 prints the scan image.
