PROBLEM TO BE SOLVED: To provide a method and an apparatus for treating plastic that effectively utilize a heavy fraction by-produced from a hydrocracking reaction product by making the heavy fraction harmless. SOLUTION: The method and the apparatus for treating plastic comprise a dissolving step (a dissolving tank 1) of mixing and heating a plastic and a solvent to dissolve the plastic in the solvent, a hydrocracking step (a hydrocracking reactor 3) of reacting a plastic solution produced in the dissolving step (the dissolving tank 1) with hydrogen in the presence of a catalyst to carry out the hydrocracking reaction, a separating/recovery step (a separating/recovery device 6) of separating and recovering the hydrocracking reaction product produced in the hydrocracking reaction step (the hydrocracking reactor 3) to produce a heavy fraction, and a step of mixing coal (a mixing machine 8 for mixing coal) of mixing the heavy fraction produced in the separating/recovery step (the separating/recovery device 6) and coal to modify the coal.
