PROBLEM TO BE SOLVED: To provide a character reader capable of complementing a correct character without troublesome operation even if a character is not read correctly from a prescribed document, and to provide an ID card creation device and an ID card creation method. SOLUTION: The character reader is provided with a CPU 141 in which a recognition program 1441 for generating a recognition ID number by recognizing each of characters for constituting an ID number printed on an application form is executed, a CPU 141 in which a display control program 1443 for displaying the generated recognition ID number on a liquid crystal display part 121 is executed, a touch panel 122 for inputting, for the recognition ID number displayed on the liquid crystal display part 121, character information of a character that cannot be recognized and/or a character that is incorrectly recognized by the CPU 141 in which the recognition program 1441 is executed, and a CPU 141 in which a generation program 1444 for generating a complemented ID number with the generated recognition ID number complemented by the input character information is executed.
