PROBLEM TO BE SOLVED: To provide an inexpensive soil cleaning material capable of sufficiently exhibiting a cleaning action of an iron fine particle slurry and further effectively preventing a reduction in strength of a ground. SOLUTION: The soil cleaning material in the present embodiment includes the iron fine particle slurry containing the iron fine particle for dechlorinating an organic compound, an alkaline solidification material for solidifying the soil, an alkali stimulation material for promoting solidification of the alkaline solidification material by alkali-stimulating the alkaline solidification material, and a pH adjusting agent for adjusting pH of the soil cleaning material becoming at an alkaline area by including the alkaline solidification material to a neutral area. While the prevention of a reduction in strength of the ground is accomplished by solidifying the soil by the alkaline solidification material, pH of the soil cleaning material in the state that it becomes the alkaline area by the alkaline solidification material is made to the neutral area by the pH adjusting agent, and the cleaning action of dechlorination of the organic compound by the iron fine particle slurry is sufficiently exhibited.
