PROBLEM TO BE SOLVED: To calculate an estimated arrival time more accurately. SOLUTION: Information showing a stop point requiring a temporary stop included in a link is acquired from a map database 10, and a necessary time in each link reflecting a delay caused by deceleration and acceleration by a temporary stop of a vehicle is calculated, based on the information showing the stop point requiring the temporary stop included in the link (S106, S108, S110, S112, S114), and each calculated necessary time in each link is totalized, to thereby calculate the estimated arrival time from a starting place to a destination (116).
