PROBLEM TO BE SOLVED: To provide a method for efficiently processing a second processing group B while guaranteeing processing of a first processing group A within a restricted time in a real time OS including the first processing group A having time restriction up to processing completion and the second processing group B having no time restriction up to processing completion. SOLUTION: The real time OS comprises a means for calculating respective processing times from the processing start to the processing completion of the first processing group A having time restriction up to processing completion and the second processing group B having no time restriction up to processing completion, a means for calculating a difference time between a restricted time Ar of the first processing group A and the processing time up to the processing completion, and a means for calculating a processable value Bv of the second processing group B having no time restriction from the difference time up to the processing completion, determines whether to make the second processing group B an executable state or an unexecutable state according to the value of the processable value and performs system state change.
