PROBLEM TO BE SOLVED: To provide a vehicle deceleration judging system capable of safely judging whether passing a predetermined point on a road or stopping there, a roadside device and an in-vehicle device for constituting the vehicle deceleration judging system, a computer program for realizing the in-vehicle device, and a vehicle deceleration determining method. SOLUTION: A control part, based on a received position information, calculates a distance L1 from its own vehicle to a stop line and a distance L2 from the own vehicle to a vehicle sensor 2. Moreover, the control part, based on received traffic signal information, calculates time Ta until a traffic signal color switches to red, the maximum time Tmax until the traffic light color switches to red, and time Tb for remaining time for a green arrow of the traffic light color, and the like. Based on the calculated distance L1, L2, time Ta, Tb, Tmax, predetermined deceleration d for the vehicle, a designated margin valueα, and the like, the control part judges if the vehicle is allowed to safely pass an intersection or has to stop before the stop line.
