PROBLEM TO BE SOLVED: To solve the problem, wherein foreign substances remaining in a filter could not be detected using a simplified low-cost constitution in the past. SOLUTION: This device comprises a scanner 1 which acquires image information on the surface of a filter for filtering fluid, an information receiving part 2 which receives the image information output from the scanner 1, a foreign substance information acquiring part 3 which acquires foreign substance information that is the information regarding the foreign substances on the surface of the filter, from the image information received by the image information receiving part 2, and an output part 4 which outputs the foreign substance information acquired by the foreign substance information acquiring part 3.
