PROBLEM TO BE SOLVED: To provide a light transmitting type film-vibrating sound absorbing plate and a light transmitting type sound absorbing panel combining light transmitting property and see-through property in addition to sound absorbing property. SOLUTION: The light transmitting type film-vibrating sound absorbing plate is formed by holding a transparent resin thin film by two plate bodies having a large number of apertures, wherein one of the two plate bodies is formed by flattening aluminum expanded metal beforehand, and its flattening rate is in a range of 0.45-0.60%, while the other is formed using a transparent perforated resin plate whose numerical aperture is in a range of 20-50%.
