PROBLEM TO BE SOLVED: To provide an aqueous primer composition capable of forming a coated film excellent in attaching property, re-coat attaching property, etc., to a plastic substrate material even by≤90°C low temperature baking. SOLUTION: This aqueous primer composition is characterized by containing (A) an aqueous dispersion obtained by dispersing (a) an unsaturated carboxylic acid or acid anhydride-modified chlorinated polyolefin and (b) an acryl-modified polyolefin, (B) at least 1 kind of a resin selected from an aqueous urethane resin, aqueous acrylic resin and aqueous polyester resin and (C) a pigment, having (90/10) to (30/70) using ratio of the (a) to (b) based on the total weights of solid portions of both of them and having (90/10) to (40/60) using ratio of the (A) to (B) based on the total weights of solid portions of both of them.
