PROBLEM TO BE SOLVED: To develop a new non-toxic heat stabilizer which is excellent in all aspects of characteristics such as initial discoloring property, stability to heat and non-foaming property and cost performance and can be used in place of a lead-based heat stabilizer by solving the problem of toxicity. SOLUTION: In the calcium hydroxide-based compound, Ca in the vicinity of the crystal surface of calcium hydroxide is substituted with Al or Mg and Al, and the substitution rate is 0.5-15 mol% of total calcium. The method for producing the calcium hydroxide-based compound comprises adding an aqueous aluminum solution, a mixed aqueous solution of magnesium and water-soluble aluminum, or each single aqueous solution in an amount of≥0.5 mol% to 1 mol of calcium hydroxide to a dispersion obtained by dispersing calcium hydroxide into water or a water-containing solvent or a calcium hydroxide/magnesium hydroxide mixture originating in dolomite while stirring and reacting them.
