The layer has an ionomeric material disposed in a catalyst portion, where the concentration of the material forms a gradient and decreases or increases with respect to a surface of the catalyst portion to another spaced and opposed surface of the catalyst portion. A relatively low ionomeric content layer (104) is placed closest to a support (102), and an intermediate ionomeric content layer and a relatively high ionomeric content layer are placed farthest from the support. Independent claims are also included for the following: (1) a catalyst-coated membrane comprising an electrode catalyst layer; (2) a membrane electrode assembly comprising a catalyst layer; and (3) a method of forming an electrode catalyst layer for use in a fuel cell.
