A relatively low ionomeric content layer (104) is placed closest to a support (102), and an intermediate ionomeric content layer and a relatively high ionomeric content layer are placed farthest from the support. Independent claims are also included for the following: (1) a catalyst-coated membrane comprising an electrode catalyst layer; (2) a membrane electrode assembly comprising a catalyst layer; and (3) a method of forming an electrode catalyst layer for use in a fuel cell.
