PROBLEM TO BE SOLVED: To provide a resin-made optical waveguide having a small optical loss, and to provide a manufacturing method of the same. SOLUTION: The resin-made optical waveguide is characterized in that it includes a substrate 1, a resin-made optical propagation member 3 composed of a first resin, and a resin layer 5 (base layer) which is installed between the substrate 1 and the resin-made optical propagation member and which is mixed with the first resin and a second resin having a refractive index smaller than that of the first resin. Since the refractive index is lower in the mixed ultraviolet ray setting resin of the base layer 5 than in the ultraviolet ray setting resin of the optical propagation member 3, the light made incident on the resin boundary at an angle equal to or larger than the critical angle is all reflected, with no optical loss caused.
