PROBLEM TO BE SOLVED: To provide a toll payment system which makes it possible to easily mount an on-vehicle device even on a motorcycle and prevents the unauthorized use of an authentication device even if the authentication device is stolen or lost. SOLUTION: Vehicle information and codes are stored in an on-vehicle device 3, and ETC card information and codes are stored in a cellular phone 2 having a short-range wireless communication function. Whether the former code accord with the latter code is checked by communication between the cellular phone 2 and the on-vehicle device 3, the communication being executed while the vehicle is passing through a gate. Only when the codes accord with each other, the vehicle information is transmitted from the on-vehicle device 3 to the cellular phone 2, and toll settlement information comprising the vehicle information and the ETC card information is generated in the cellular phone 2 side and transmitted to a gate device 4. The transmission and reception function of the cellular phone 2 is used for the communication to the gate device 4 to miniaturize the on-vehicle device 3, and consequently the on-vehicle device 3 can easily be mounted on a motorcycle which does not have a sufficient device mounting space.
