A solar cell and a spectrum inverter thereof are provided to convert a solar energy more than 16 % into the electric energy by composing inside the spectrum converter by using a polymer thin film filled with an inorganic fluorescent super dispersion particles, wherein the polymer thin film is contacted directly to an outer surface of a p-type mono crystalline silicon wafer. A solar cell comprises a silicon wafer(10) and a spectrum converter(20). The spectrum converter is mounted on the silicon wafer. The spectrum converter is formed with a polymer thin film, and the inner space of the polymer thin film is filled with an inorganic phosphor powder(21). The polymer thin film is contacted to the external surface of the silicon wafer to radiate again into a second specific wave length by reinforcing the adsorption for a first specific wavelength of the solar radiation.
