PROBLEM TO BE SOLVED: To provide a panel for floor heating capable of improving heating efficiency. SOLUTION: A joining flange 12a of an upper plate 12 and a joining flange 13a of a lower plate 13 are connected by welding, a flat fluid passage 16 is formed between both plates 12, 13 to guide fluid, and a bridging flange 12b supported on the top face of a joist 19 is disposed to the joining flange 12a of the upper plate 12. The upper plate 12 and the lower plate 13 are formed into circular arc shapes moderately raised from the bridging flange 12b of the upper plate 12 toward a central portion. The top face of the upper plate 12 is pressed downward from the central portion when a floor plate for finishing is placed on the top face of the upper plate 12, and thus the top face of the upper plate 12 is deformed into a plane. As a clearance is not formed on a contact face between the top face of the upper plate 12 and a lower face of the floor plate for finishing, heat can be efficiently transferred from the upper plate 12 to the floor plate for finishing, and heating efficiency can be improved.
