PROBLEM TO BE SOLVED: To prevent image defects caused by the toner images remaining on the toner image carrier when fixing toner images on a recording medium by using a fixing solution, and stably form high resolution images in a wet fixing image forming device. SOLUTION: The wet fixing image forming device 1 has a toner image forming means 2, a toner image carrier 3 including an intermediate transfer belt 21, a fixing solution applying means 4 to apply the fixing solution 32 to the toner image to swell and soften on the intermediate transfer belt 21, a transfer fixing means 5, a recording medium supply means 6, and a scanner section 7.
