PROBLEM TO BE SOLVED: To provide a method for manufacturing a substrate with resin layers by which when a substrate with resin layers is manufactured using a laminator and a plurality of transfer films, exudation of resin components is inhibited independently of the size of a mating portion of the laminator (the gap between the transfer films) and a substrate with resin layers having good developability can stably be manufactured.

SOLUTION: The method for manufacturing a substrate with resin layers includes the steps of adjacently arranging two or more transfer films each having at least a photosensitive resin layer on a substrate, and pressure-bonding and laminating the two or more transfer films on the substrate by means of a roller, wherein the transfer films are transfer films each having at lest a cushion layer and a photosensitive resin layer on a temporary support in this order, the cushion layer having a thickness of 3-10 μm.
