PROBLEM TO BE SOLVED: To carry out positive management of apparatus operators by authenticating that a license to operate an apparatus and its owner are the same.

SOLUTION: An IC card or the like mounted with a memory chip or the like is used as the license. Automobile is provided with a terminal for inserting the IC card or a license having the same function, and a biometric authentication information detection means for detecting biometric authentication information such as fingerprints or an iris of a driver getting on. Information indicating biometric authentication information of the owner of the license is described in a memory of the IC card or the license having the same function. For example, driving is made impossible unless biometric authentication information of the driver matches with biometric authentication information described in the license, and contents of the license matches with an automobile to be driven.
