<p><P>PROBLEM TO BE SOLVED: To provide a bicycle parking place or car parking place periodic user lottery management method devised so that a use place can be fairly determined in response to a desire of an applicant, in regard to an application of periodic use of a bicycle parking place or a car parking place. <P>SOLUTION: An answer of at least one or more of preference conditions designated by a management institution 10 and an answer on a use condition declared by a periodic user, are collected and formed as a database.
