摘要 <p><P>PROBLEM TO BE SOLVED: To provide a motion picture decoding device and a motion picture decoding method capable of reducing the computational complexity and processing cost. <P>SOLUTION: The motion picture decoding device is provided with: a DCT coefficient matrix analyzing part 3 which determines if a zero matrix part exists or not in a DCT coefficient matrix, by detecting a position where a DCT coefficient with a value other than 0 finally appears by using information relating to a quantized conversion coefficient; a dequantization part 4 which dequantizes the quantized DCT coefficient and works out the DCT coefficient; and a IDCT part 5 which works out motion picture data by performing inverse orthogonal transformation to the DCT coefficient. It is characterized in that the DCT coefficient matrix analyzing part 3 determines if the zero matrix exists in the DCT coefficient matrix only when a quantization width of the DCT coefficient surpasses a predetermined threshold value, and if the zero matrix exists, the IDCT part 5 performs the inverse orthogonal transformation only to a submatrix which is a remaining part of the DCT coefficient matrix from which the zero matrix is removed. <P>COPYRIGHT: (C)2008,JPO&INPIT</p>
