PROBLEM TO BE SOLVED: To provide a semi-conductive roller superior in any of elasticity, dimension stability, adhesion durability, electric homogeneity, and toner adhesion properties required in the semi-conductive roller such as a developing roller, and to provide an image forming apparatus having high resolution without unevenness in printing by supplying toner to a photoreceptor drum without excess or deficiency utilizing the semi-conductive roller. SOLUTION: The semi-conductive roller includes an elastic body layer including a filler around an axial body, having semi-conductivity, and having air holes on the surface, wherein the mean hole diameter of the air holes is 57-84% of the mean toner diameter, and the number of air holes is 30-70 in 11,200μm<SP>2</SP>.
