PROBLEM TO BE SOLVED: To drastically suppress vibration and noise without inviting a steep rise of manufacturing cost. SOLUTION: An annular elastic body 13 is installed between the inner side of an inner ring of a rolling bearing 5 on the far side from an electric motor 4 and the tip 1d of a worm 1. The annular elastic body 13 can urge the worm 1 toward the worm wheel 2 because the rolling bearing 5 is eccentrically established on the worm wheel 2 side. The annular elastic body 13 has a collar 13a and can urge the worm 1 in the axial direction because the collar 13a is incorporated by compressing in the axial direction of the worm 1.
