PROBLEM TO BE SOLVED: To provide a method and device for setting encryption starting time in a radio communication system. SOLUTION: The method comprises: receiving a first RRC message for starting a first encryption setting parameter; setting a value obtained by adding a predetermined value to a first sequence number which is the last PDU sequence number among PDU sequences carrying a second RRC message that shows completion of starting of the first encryption setting parameter, as a first encryption starting time of a first SRB; transmitting the second RRC message by the first SRB; prohibiting transmission of an RRC message which uses the first encryption setting parameter by the first SRB; and permitting so as to transmit even an arbitrary RRC message by the first SRB after confirming that the second RRC message has arrived.
