PROBLEM TO BE SOLVED: To uniformly charge an image carrier, by surely removing an additive or the like passing through a cleaning device for the image carrier and adhering to a charging member. SOLUTION: The length L<SB>2</SB>of the non-image area C of a transfer medium 13 is set to L<SB>2</SB>>πL<SB>1</SB>, relative to the peripheral lengthπL<SB>1</SB>of a charging roller 3a. Thus, toner base particles and the additive or the like adhering to the entire periphery of the surface of the charging roller 3a are transferred surely to the non-image area C of the transfer medium 13. Thus, faulty electrification of the photoreceptor 2 caused by the influence of the toner base particles and the additive or the like, passing through a cleaning blade 7a and adhering to the charging roller 3a is prevented effectively, and the photoreceptor 2 is charged uniformly.
