PROBLEM TO BE SOLVED: To provide an elastase inhibitor, a collagen production promoter and a cosmetic with anti-wrinkle effects having an excellent elastase inhibitory activity and/or collagen production promoting actions and carrying out prevention, prophylaxis and amelioration of skin aging. SOLUTION: The elastase inhibitor and/or collagen production promoter are characterized as comprising an extract from Cetraria islandica as an active ingredient. The cosmetic is obtained by formulating the elastase inhibitor and/or collagen production promoter with an ultraviolet light screening agent or absorber and has the anti-wrinkle effects.
