PROBLEM TO BE SOLVED: To positively prevent a second paper sheet onward from being taken out of a storage part and to return the second paper sheet onward into the original storage position after an uppermost paper sheet is delivered in a paper sheet handling device provided with a storage part for storing stacked bills. SOLUTION: The paper sheet handling device comprises a take-out preventive roller 33 abutting on the top of the paper sheets 25 stacked in the storage part 5, and rotatable in both a delivery direction (a B1 direction) of the paper sheets 25 from the storage part 5 and a reverse direction (a B2 direction) to the delivery direction. When the paper sheet 25 disposed at the uppermost part of the storage part 5 is conveyed outward, the take-out preventive roller 33 is rotated in the B1 direction to deliver the uppermost paper sheet 25, and when the rear end of the uppermost paper sheet 25 is spaced from the take-out preventive roller 33, the rotation of the take-out preventive roller 33 is reversed.
