<P>PROBLEM TO BE SOLVED: To provide a stepping motor controller, an image forming apparatus, and a sequence controller that classify basic control of a stepping motor and the like, into groups of control items and process the control in sequence. <P>SOLUTION: This stepping motor controller is provided with a plurality of data storing means that classifies the control from the start to the stop of a stepping motor into a plurality of basic control items and stores preset data for controlling the state of the stepping motor for each basic control item; a plurality of modules that performs the processing concerning the basic control items, based on the preset data stored in the data storing means; and a module controller that regulates processing sequence by a plurality of the modules, in advance.
