PROBLEM TO BE SOLVED: To provide a high-speed image magnifying/reducing method which does not cause quality degradation.

SOLUTION: An image size converter for processing images in order to convert a size of an image configured to include a plurality of pixels and bit strings expressing channels of the respective pixels same in number as those of channels. The image size converter includes: a storage means for storing images; a shift addition operation means for performing an arithmetic operation including a logical operation; and an image size conversion means for converting the size of the image on the basis of the calculation result of the shift addition operation means.
