PROBLEM TO BE SOLVED: To provide a small-bore pipe excavating apparatus which dispenses with provision of an expensive excavator, avoids increase in construction cost, minimizes installation of shafts, and implements propulsion of a small-bore pipe over a long distance inclusive of linear propulsion and curved propulsion, and to provide a small-bore pipe excavating system. SOLUTION: The small-bore pipe excavating apparatus (B) is formed of a front cylinder portion (B1) which is rigidly connected to a rear end of an excavator (A) dedicated to small-bore pipe linear/short-distance excavation, and a rear cylinder portion (B2) which is arranged on a rear end of the front cylinder portion and connected to a propelling pipe or a tentative pipe (C). The small-bore pipe excavating apparatus (B) has a mechanism which functions to three-dimensionally move the front cylinder portion (B1) and the rear cylinder portion (B2) with respect to each other via a curvature crating jack portion (B3). The rear cylinder potion (B2) has mounted therein a magnetic line generating device (B4) and a level measuring device (H), and has arranged therein a directional change measuring device.
