PROBLEM TO BE SOLVED: To solve the problems that tracking can have been destabilized since a control band sufficient for reducing variations in reference output of a rate sensor can not have been conventionally secured and that tracking errors have been slow in convergence or can not have been converged in the case of the presence of large disturbances in reception level, large tracking errors, and large reference output errors. SOLUTION: An offset command value of azimuth-angle scan generated by a sine-wave scan generating part 9 is added to an azimuth-angle command value to make an antenna 1 sinusoidally scan. On the basis of reception level signals received by the antenna 1 and the offset command value of azimuth-angle scan, tracking errors in the rotating direction of the major axis of a beam pattern are computed. On the basis of a correction value of the angular velocity of the major axis from a control compensation part 8 based on the tracking errors, angular velocities detected by a major axis rate sensor 10 are corrected. A part 11 for computing changes in attitude angle in the rotating direction of the major axis detects attitude changes in the rotating direction of the major axis of the beam pattern on the basis of corrected angular velocities in the rotating direction of the major axis and corrects an azimuth-angle command value of the antenna on the basis of the amount of change in attitude angle in the rotating direction of the major axis.
