<P>PROBLEM TO BE SOLVED: To prevent breakage of a fuel cell body caused by supply failure of liquid fuel. <P>SOLUTION: In a fuel supply part 20, a mixture tank 202 houses mixture fuel formed by mixing liquid fuel housed in a fuel tank 201 and water supplied from a water recovery supply part 40. A mixture fuel pump 204a supplies mixture fuel housed in the mixture tank 202 to an anode 101 of the fuel cell body 10. In an air supply part 30, an air pump 301a supplies air to a cathode 102 of the fuel cell body 10. A fuel presence or no-presence decision unit 213 decides whether liquid fuel is remained or not in the fuel tank 201.
