PROBLEM TO BE SOLVED: To provide an HSM control program, an HSM controller and an HSM control method for allocating a proper file data area to a primary storage in an HSM (Hierarchical Storage Management). SOLUTION: The HSM control program for making an HSM control server 103 execute the control of an HSM having the primary storage 1 and a secondary storage 2 makes a computer execute a volume information management step for managing information about at least one volume constituting the primary storage 1 as a volume map database 132, and a volume selection step for selecting a volume to be an allocation target among volumes constituting the primary storage 1 on the basis of the volume map database 132 managed by the volume information management step and a preset file arrangement policy database 133 in allocating a file data area to the primary storage 1.
