The device has an u-shaped flange device with a flange that is movable opposite to another flange. A non-driven double action hydraulic cylinder (15) is arranged between the one of the flanges and the flange device. The hydraulic cylinder has chambers (15a, 15b) that are connected with each other by a hydraulic line (16). A switching unit (17) is arranged in the hydraulic line to allow a stream of hydraulic oil between the chambers during the movement of one flange in an opened condition. A fixed oil column is formed in a closed condition to prevent the movement of the flange.
