A modulator for an array test apparatus and a method for manufacturing the same are provided to reform a surface of the protection film when the protection film and the PDLC layer are bonded to each other to dispense with an adhesive member for bonding a protection film and a PDLC(Polymer Dispersed Liquid Crystal) layer. A transparent substrate is prepared(S11). A transparent polymer base is prepared, wherein the transparent polymer base has an electrode layer formed on a first surface thereof(S21). A PDLC layer including polymer and liquid crystal is formed on the electrode layer(S22). A protection film is prepared(S31). A first surface of a protection film is reformed(S32). The PDLC is bonded on the reformed surface of the protection film, thereby forming a modulator functional member consisting of a protection film, a PDLC, an electrode layer, and a polymer base(S40). The transparent substrate is bonded to a second surface of the polymer base.
