An energy saving device is provided to reduce a power consumption of an electrical apparatus by using amorphous Ruthenium oxide(RuO2) powders and an electrode. An energy saving device includes base layers(1,13), RuO2 powder layers(3,7), a membrane insulator(5), and gaskets(9,11). The base layers have electrical conductivity properties. The RuO2 powder layers are deposited on the base layers. The membrane insulator is arranged between opposing RuO2 powder layers. The gasket fixes the RuO2 powder layers at both ends on the base layers. A pair of an anode or positive terminals(15) and a cathode or negative terminal(17) are protruded to be connected to the both basic layers. The base layer contains a conductive polymer layer. The base layer contains a mixture of a conductive polymer, carbon powders, and a fiber.
