A location information collecting method of Internet users and a device are provided to group IPs(Internet Protocols) by region by using facility information of providers who supply Internet networks, and to estimate location information of overall IPs belonging to the groups by using regional information of IPs whose locations are known among the IPs belonging to each group, thereby collecting the location information. Paths up to plural user IPs are examined(S500-S515). Based on a router passing through the paths, the plural user IPs are grouped(S520). Jurisdictional regions of the router are estimated by using location information of user IPs whose locations are previously confirmed among the plural user IPs passing through the router(S530). According to the estimated jurisdictional regions of the router, location information of the user IPs passing through the router is estimated.
