PROBLEM TO BE SOLVED: To provide a carrier for an electrostatic charge image developer which is excellent in an electrostatic charging property, transferability and a cleaning property and can realize stable image quality maintainability and to provide an electrostatic charge image developer using the carrier. SOLUTION: In the carrier in which the surface of a core member consists of a magnetic substance is coated with a resin, one or more kinds of particles selected from resin particles and conductive particles are dispersively incorporated in the resin, and each of surface of the particles to be dispersively incorporated is coated with an electrostatic charge control agent component.
