The moving units (5, 6) and the gripping unit are arranged with respect to the housing so that the gripping unit pulls out the ensemble through a rear part of the torch, when the torch is arranged with the housing. The axis of the electrode is vertical with respect to a plane of ground. The moving units and the actuating unit comprise jacks. The gripping unit comprises pincer mechanism for clamping the electrode-holder by gripping unit. The apparatus is contained in a frame (15).
