A device for dismantling an asbestos finishing material, and a method thereof are provided to remove the asbestos finishing material easily and quickly and to prevent asbestos from being dispersed in an asbestos finishing material removing process. A device for dismantling an asbestos finishing material comprises a base frame(100), a stepping plate(130), a railing(140), a supporting plate(150), and an asbestos finishing plate packing bag(200). The base frame includes a bottom plate(110) and a packing bag supporting frame(120). The bottom plate has a fork insertion unit inserted by a pair of forks of a forklift. The packing bag supporting frame is positioned on the bottom plate and formed with a space inside. The stepping plate is extended at a circumferential portion of the bottom plate for the base frame. The railing is formed at the circumferential portion of the stepping plate vertically. The supporting plate is connected with a reinforcing bar of the supporting frame by a connecting bar to support the plate-type asbestos finishing material removed from a ceiling and a roof. The asbestos finishing plate packing bag is kept at the space of the packing bag supporting frame to keep the asbestos finishing material dropped to the supporting plate. An inlet of the asbestos finishing plate packing bag is opened. A method thereof includes a step of keeping the finishing material removed by an operator, at the asbestos finishing material packing bag by moving the device thereof along the finishing material by the forklift after riding the operator at the device thereof.
