Concrete panels and a waterproofing device and a waterproofing joining method for concrete panels are provided to prevent water leakage between two concrete panels using a waterstop, and to replace the waterstop easily by fixing the waterstop using anchor bolts on the outer side of the coupling section. A concrete panel(101) has plural sleeve insertion holes(126) bored along the length on the inner or outer surface adjacent to a joint surface(102). A waterproofing device for the concrete panels includes a waterstop(105) tightly attached to the inner or outer surface adjacent to the joint surface when the two concrete panels are joined, first fixing pieces(106) disposed on outer surface of the waterstop, and anchor bolts(108). The anchor bolts are inserted through plural first through holes(107) on the first fixing pieces, through the waterstop and coupled to at least one of the joined concreted panels.
