PROBLEM TO BE SOLVED: To provide a method for manufacturing a toner supply roller by which preferable stability in repeated molding is obtained without changes in the hardness or ventilation volume of a urethane foam layer even when the layer is repeatedly molded. SOLUTION: The method for manufacturing the toner supply roller includes steps of: introducing a urethane source material liquid into a mixing chamber 1 equipped with a stirring rotor 3, mixing the material and introducing the mixed urethane source liquid as a urethane foam material liquid into a mold; curing the material to mold a urethane foam layer around a core metal; and taking out the molded toner supply roller from the mold. The method is characterized in that the void fraction of the mixing chamber 1 is specified to from 15% to 45% and that the residence time of the urethane source liquid in the mixing chamber 1 is specified to from 5 seconds to 12 seconds.
